释义	法律分析：非常不合理,只能收取当地国家规定的收费标准付给电费。法律依据：《中华人民共和国电力法》第三十五条本法所称电价，是指电力生产企业的上网电价、电网间的互供电价、电网销售电价。电价实行统一政策，统一定价原则，分级管理。第三十六条制定电价，应当合理补偿成本，合理确定收益，依法计入税金，坚持公平负担，促进电力建设。第三十七条上网电价实行同网同质同价。具体办法和实施步骤由国务院规定。电力生产企业有特殊情况需另行制定上网电价的，具体办法由国务院规定。
