释义	法律分析：权利负担其实就是说土地上除使用权人之外还有其他人可以行使的权利,一般是他项权利,比如抵押权,地役权等。未设立权利负担的土地使用权,可以理解为未设立他项权利。法律依据：《中华人民共和国土地管理法实施条例》第六条依法改变土地所有权、使用权的，因依法转让地上建筑物、构筑物等附着物导致土地使用权转移的，必须向土地所在地的县级以上人民政府土地行政主管部门门提出土地变更登记申请。
