释义	法律分析：精神病人婚前隐瞒自身疾病结婚的行为是不合法的。我国最新民法典虽然已经删除禁止患有重大疾病的人结婚，但是仍规定了一方患有重大疾病的，应当在结婚登记前如实告知另一方；不如实告知的，另一方可以向人民法院请求撤销婚姻。因此，一方患有精神病婚前不如实告知的，另一方有权申请撤销婚姻。法律依据：《民法典》第一千零五十三条一方患有重大疾病的，应当在结婚登记前如实告知另一方；不如实告知的，另一方可以向人民法院请求撤销婚姻。请求撤销婚姻的，应当自知道或者应当知道撤销事由之日起一年内提出。
