释义	债权转让需要通知债务人。可以口头通知，也可以书面通知，没有通知债务人的，对债务人不发生效力。如果口头无法通知债务人的，可以挂号信邮寄给债务人，并且写明为债权转让通知，可以说明已经通知到债务人，债权人已经完成通知义务。《中华人民共和国合同法》第八十条《合同法》第八十条债权人转让权利的，应当通知债务人。未经通知，该转让对债务人不发生效力。
