法律分析：可以，军队的文职干部是可以改(并非转)为军官的。
法律依据：《中华人民共和国现役军官法》 第九条 军官的来源：
（一）选拔优秀士兵和普通中学毕业生入军队院校学习毕业；
（二）接收普通高等学校毕业生；
（三）由文职干部改任；
（四）招收军队以外的专业技术人员和其他人员。
战时根据需要，可以从士兵、征召的预备役军官和非军事部门的人员中直接任命军官。
