释义	法律分析：以租代售是将空置的商品房或是不能出售的房屋进行出租，与租房者签订长期租房合同，等到租期到了以后便把房子算做是租房者的，或是通过直接过户，或是补齐一定的房款再过户，如果是不能过户的房子则放由租房者居住。法律依据：《房屋登记办法》第十七条申请人提交的申请登记材料齐全且符合法定形式的，应当予以受理，并出具书面凭证。申请人提交的申请登记材料不齐全或者不符合法定形式的，应当不予受理，并告知申请人需要补正的内容。
