释义	法律分析：可以投诉。法律依据：《婚姻登记条例》第十八条婚姻登记机关及其婚姻登记员有下列行为之一的，对直接负责的主管人员和其他直接责任人员依法给予行政处分：（一）为不符合婚姻登记条件的当事人办理婚姻登记的；（二）玩忽职守造成婚姻登记档案损失的；（三）办理婚姻登记或者补发结婚证、离婚证超过收费标准收取费用的。违反前款第（三）项规定收取的费用，应当退还当事人。
