释义	法律分析：一、如果该收据是双方当事人的真实意思表示，收据内容合法，则在双方当事人签字、盖章、按手印的情况下，该收据有效，即按照收据的约定不能退款；二、不符合上述情况的，该收据无效，收据约定不能退款的内容也无效，是可以退款的。法律依据：《中华人民共和国民法典》第一百四十六条行为人与相对人以虚假的意思表示实施的民事法律行为无效。以虚假的意思表示隐藏的民事法律行为的效力，依照有关法律规定处理。
