三：蚌埠二级建造师初始注册的设定依据
《中华人民共和国建筑法》(1997年11月1日主席令第九十一号，2011年4月22日予以修改)第十四条：从事建筑活动的专业技术人员，应当依法取得相应的执业资格证书，并在执业资格证书许可的范围内从事建筑活动。
《注册建造师管理规定》(2006年12月28日建设部令第153号)第九条：取得二级建造师资格证书的人员申请注册，由省、自治区、直辖市人民政府建设主管部门负责受理和审批，具体审批程序由省、自治区、直辖市人民政府建设主管部门依法确定。
四：蚌埠二级建造师初始注册的办理流程
1.二级建造师注册实行网上申请，申请人通过安徽省住房和城乡建设执业资格人员注册管理系统提出申请。
2.申请人通过个人版填写相关信息(个人版使用前需要前往省政务服务网完成实名认证并达到中级认证标准方可使用)，并作出承诺;聘用单位对申请人的申请内容进行核实，提交注册申请。
3.省住房和建设执业资格注册中心对网上申请进行审核。内容齐全的予以受理，不齐全的一次性告知缺件内容，并退回申请人。
4.省住房和建设执业资格注册中心对网上申请进行审查，并在承诺时间内在省住房城乡建设厅网站公告相应的核准决定。
