释义	法律客观：《军队转业干部安置暂行办法》第二十七条国家下达的机关、团体、事业单位的年度增人计划，应当首先用于安置军队转业干部。编制满员的事业单位接收安置军队转业干部，按照实际接收人数相应增加编制，并据此增加人员工资总额计划。第二十八条党和国家机关接收计划分配的军队转业干部，按照干部管理权限，在主管部门的组织、指导下，对担任师、团级职务的，采取考核选调等办法安置；对担任营级以下职务的，采取考试考核和双向选择等办法安置。对有的岗位，也可以在军队转业干部中采取竞争上岗的办法安置。
