新员工入职之日起10日内主动提出离职的不计发工资“是不合理的，是无效的，如果劳动者做了10天辞职，用人单位不发放其工资的，劳动者可以向当地的劳动监察部门进行投诉举报，要求用人单位支付其被拖欠的工资。
法律依据：
《中华人民共和国劳动法》 第五十条 工资应当以货币形式按月支付给劳动者本人，不得克扣或者无故拖欠劳动者的工资。
