法律分析：不交物业管理费，商场无权对商户停水停电。
业主和物业公司是平等的民事主体，双方均应按照合同的约定履行自己应尽的义务，任何一方违反的，都要承担相应的违约责任。
业主不及时缴纳物业费，应承担法律责任，物业公司有权要求业主缴纳物业费，并承担一定的违约金。但是物业公司无权采取断水、断电的措施。
