基补的意思如下：
1、社保政策是最多可以补交两年，意思是从补交的月份开始向前推算向前按补交的时间段来计算，不是按累计月份计算。补缴社保，一般是针对一些历史遗留问题；进行参保（补缴）；在男60以下。女：50岁以下，社保满15年。可不必补缴；
2、补缴金额等于补缴时上年度社会平均工资乘以（应补年度缴费工资基数%应补年度社会平均工资）乘缴费比例乘补缴系数；
3、但是在一些城市，如北京、上海、广州等，购房、买车摇号、子女上学等待遇需要外来居民的社保连续缴纳一定时间的记录，其中有的待遇在计算社保连续缴纳时间时，补缴的月份是算作连续的，所以如果中升衡途出现芹笑镇断缴，可以找代理公司补缴来实现社保的连续缴纳。
补充养老保险是在基本养老保险基础上，政府以政策指导和政策优惠为导向，用工单位和员工共同出资，以资金积累和运作增值为主要特征，以提高出资单位员工的养老待遇为主要特点的社会保险的重要组成部分。通俗的说补充养老保险就是不强迫缴纳的，提高员工养老待遇的养老保险。

县级以上人民政府采取方法，鼓励和支持社会各方面参与社会保险基金的监督。第七条 国务院社会保险行政部门负责全国的社会保险管理工作，国务院其他有关部门在各自的职责范围内负责有关的社会保险工作。
