法律分析：
1、产品指导方略有差异：
可以说北京京惠保由政府宣传指导，在一定程度上保证了续保性和参保率，但是北京普惠健康保也是由北京医疗保险局、北京市金融监管会共同指导的，都是大佬，只是政府的部门不同。
2、保障内容不同：
十分明显，北京京惠保是有不足的，只保医保目录内住院+17类特定高额药品的保障，北京医保报销比例十分高，不报自费住院（指医保目录外住院费用），意义其实没有那么大。但是北京普惠健康保的保障内容很全，堪称压缩版的百万医疗险。
3、免赔和报销比例不同：
从北京普惠健康保和北京京惠保对比来看，前者（新推出的惠民保）免赔很高，希财君从2020年开始评测了上百款各地惠民保险，个人认为北京普惠健康保免赔额最高的一个惠民保项目！且报销比例相对比较低。

第十条 保险合同是投保人与保险人约定保险权利义务关系的协议。
投保人是指与保险人订立保险合同，并按照合同约定负有支付保险费义务的人。
保险人是指与投保人订立保险合同，并按照合同约定承担赔偿或者给付保险金责任的保险公司。
第十一条 订立保险合同，应当协商一致，遵循公平原则确定各方的权利和义务。
除法律、行政法规规定必须保险的外，保险合同自愿订立。
