法律分析:
针对领导干部在八小时之外的活动具有复杂性、隐蔽性、变动性等特点，对领导干部八小时之外的监督应从以下各方面着手：
一是要营造良好的监督氛围。采取学习、宣传、讲座等形式，加深职工群众对落实监督权力重要性的理解，自觉履行监督职权，从而不断增强责任感。同时要切实维护监督者的合法权益。制定出台有关政策，从制度上保证监督者利益不受侵害，更不能以任何借口和理由随意剥夺监督者的各种权力，特别要从政治、经济、生活等方面予以保护，对打击报复监督者的行为要严肃处理，使行使监督权的人有安全感。对真实、有效的监督，要给予监督者适当方式的奖励，鼓励人们大胆行使监督权力。
二是要畅通监督渠道，把对领导干部的多种监督落 到实处。要采取公开举报电话，设臵举报信箱，实行来访接待日制度，开通干部监督热线、专人暗中察访和填发通知书责令说明真相等方式，妥善解决来信来访反映的问题。通过采取多种有效的监督形势，使广大干部在业余时间不离组织、在生活社交中不忘党性原则，严格自律，防患于未然。
