一、发现数据活动违法行为怎么办
1、任何单位或者个人，发现数据处理活动有违法行为的，有权向有关主管部门投诉、举报。收到投诉、举报的部门应当及时依法处理。
2、法律依据：《中华人民共和国数据安全法》第十二条 规定，任何个人、组织都有权对违反本法规定的行为向有关主管部门投诉、举报。收到投诉、举报的部门应当及时依法处理。有关主管部门应当对投诉、举报人的相关信息予以保密，保护投诉、举报人的合法权益。
二、网络安全法的作用有哪些
1、提出制定网络安全战略，明确网络空间治理目标，提高了我国网络安全政策的透明度
2、进一步明确了政府各部门的职责权限，完善了网络安全监管体制
3、强化了网络运行安全，重点保护关键信息基础设施
4、完善了网络安全义务和责任，加大了违法惩处力度
5、将监测预警与应急处置工作制度化、法制化，明确国家建立网络安全监测预警和信息通报制度，建立网络安全风险评估和应急工作机制，制定网络安全事件应急预案并定期演练。
