释义	法律分析：可以报警，如果在人口集中的地区燃烧垃圾是违反了《中华人民共和国大气污染防治法》的规定的，可以报警进行处理。法律依据：《中华人民共和国大气污染防治法》第八十二条禁止在人口集中地区和其他依法需要特殊保护的区域内焚烧沥青、油毡、橡胶、塑料、皮革、垃圾以及其他产生有毒有害烟尘和恶臭气体的物质。禁止生产、销售和燃放不符合质量标准的烟花爆竹。任何单位和个人不得在城市人民政府禁止的时段和区域内燃放烟花爆竹。
