释义	法律分析：如果确定是同一时间、同一地点,就算贴了两张罚单,也只会算一次违法。一事不两罚。在同一地点只隔24分钟被贴了两张违章停车罚款单，两张罚单是否要交罚款要看在第一次违章之后车辆是否发生移动，没有移动的情况而后又有了第二次，那么这属于不合理，可以通过申诉解除。法律依据：《中华人民共和国行政处罚法》第二十九条对当事人的同一个违法行为，不得给予两次以上罚款的行政处罚。同一个违法行为违反多个法律规范应当给予罚款处罚的，按照罚款数额高的规定处罚。
