释义	法律分析: 可以，但是不划算。以前规定省直单位不用缴纳。从2015年1月起，所有行政事业单位（公务员、参公单位）全部参加养老保险，并且根据《中华人民共和国社会保险法》第十三条规定事业单位开始缴纳养老保险后，此前工作时间视同缴费年限。法律依据: 《中华人民共和国社会保险法》第十三条国有企业、事业单位职工参加基本养老保险前，视同缴费年限期间应当缴纳的基本养老保险费由政府承担。基本养老保险基金出现支付不足时，政府给予补贴。
