释义	法律分析：需告知债务人。债权人将债权转让至第三人时，应由该债权人履行对债务人的通知义务。如果债权人与第三人在债务人不知情的情况下转移债权，则该转让行为对债务人不发生效力。法律依据：《中华人民共和国民法典》第五百四十六条债权人转让债权，未通知债务人的，该转让对债务人不发生效力。债权转让的通知不得撤销，但是经受让人同意的除外。
