释义	法律分析：行政拘留没有这样的规定。剃光头是国内监狱长期以来一种不成文的管理规定。目前随着司法文明的进步，这一传统做法正逐渐改变。很多省市已取消了这一强制规定，犯人可以留板寸头，这也体现了监狱管理的人性化走向。法律依据：《罪犯改造行为规范》第二十一条除一个月内出监的罪犯外，一律留寸发或光头，不准留胡须、长指甲；除有特殊生活习惯的少数民族罪犯外，女犯一律留齐耳短发，不得过颈，不准烫发、染发、戴假发、涂指甲、抹口红、戴首饰等。
