释义	法律分析：购买到开发商的房子一般都需要交纳土地出让金，除非是购买房子的土地性质是属于划拨，如果说购买二手房的话，那么是不需要再次缴纳土地出让金的。除非土地使用期满，土地使用者需要续期而向土地管理部门缴纳的续期土地出让价款，或原通过划拨获得土地使用权的土地使用者，将土地使用权有偿转让、出租、抵押、作价入股。法律依据：《城市房地产转让管理规定》第十三条依照本规定第十二条规定转让的房地产再转让，需要办理出让手续、补交土地使用权出让金的，应当扣除已经缴纳的土地收益。
