释义	法律客观：《中华人民共和国出境入境管理法》第二十二条外国人有下列情形之一的，可以免办签证：（一）根据中国政府与其他国家政府签订的互免签证协议，属于免办签证人员的；（二）持有效的外国人居留证件的；（三）持联程客票搭乘国际航行的航空器、船舶、列车从中国过境前往第三国或者地区，在中国境内停留不超过二十四小时且不离开口岸，或者在国务院批准的特定区域内停留不超过规定时限的；（四）国务院规定的可以免办签证的其他情形。
