释义	法律分析：按交通部的规定面包车可以办理营运证，但是办理货车的营运证，不允许拉客，载客。法律依据：《中华人民共和国道路运输条例》第三十四条道路运输车辆运输旅客的，不得超过核定的人数，不得违反规定载货;运输货物的，不得运输旅客，运输的货物应当符合核定的载重量，严禁超载;载物的长、宽、高不得违反装载要求。违反前款规定的，由公安机关交通管理部门依照《中华人民共和国道路交通安全法》的有关规定进行处罚。
