释义	法律分析：适用小额诉讼程序的民事案件在标的额上是有要求的，新《中华人民共和国民事诉讼法》规定标的额不得超过各省、自治区、直辖市上年度就业人员年平均工资的百分之三十。如果上一年当地人均工资约6万元，那么，标的额在2万元之内(6万元的30%)的案件可以立案为小额诉讼案件。法律依据：《中华人民共和国民事诉讼法》第一百六十二条基层人民法院及派出法庭审理符合本法第一百七十五条第一款规定的简单的民事案件，标的额为各省、自治区、直辖市上年度就业人员年平均工资百分之三十以下的，实行一审终审。
