释义	营业执照不注销会进入工商黑名单。如果营业执照一年不审，工商局就会自动吊销执照，并将法人和股东例为非正常黑名单。三年内不能担任企业法人。被吊销企业或者个体的经营者会被工商局列入黑名单，可能在3年内无法使用自己的名字再注册公司，个人信用记录不良将保持7年，而且要被罚款。根据《个体工商户名称登记管理办法》第十八条的规定：在同一登记机关管辖区域内个体工商户名称申请有下列情形之一的，不予核准登记：与被吊销营业执照未满3年的企业或者被吊销营业执照未满1年的个体工商户名称相同的。
