释义	法律分析：主权债务是指主权国家以自己的主权作担保，通过发行债券等方式向国际社会所借的款项。由于主权债务大多是以外币计值，向国际机构、外国政府或国际金融机构借款，因此，一旦债务国家的信誉评级被调低，就会引发主权债务危机。发生主权债务危机可能导致国内经济衰落,进而直接影响到本国公民的生活水平。法律依据：《中华人民共和国民法典》第一百一十八条民事主体依法享有债权。债权是因合同、侵权行为、无因管理、不当得利以及法律的其他规定，权利人请求特定义务人为或者不为一定行为的权利。
