释义	一个中标通知书不可以签两个合同，如果签两个，就说明本质上发生了改变，在《中华人民共和国招标投标法》是不成立的。法律依据: 《中华人民共和国招标投标法》第四十六条招标人和中标人应当自中标通知书发出之日起三十日内，按照招标文件和中标人的投标文件订立书面合同。招标人和中标人不得再行订立背离合同实质性内容的其他协议。所以有两点满足就可以签多个合同，一是招标文件里要约定，二是签订的多个合同之间不能有实质性不同
