法律分析:
违法，地笼网是一种隐蔽捕鱼工具，俗称绝户网，不管鱼的大小，一旦游进网笼里就游不出来，由于地笼网目过小，不利于渔业资源的保护，对水域的生态系统破坏很大。
法律依据:
《中华人民共和国刑法》 第三百四十条 违反保护水产资源法规，在禁渔区、禁渔期或者使用禁用的工具、方法捕捞水产品，情节严重的，处三年以下有期徒刑、拘役、管制或者罚金。
