释义	法律分析：意外事件，是指行为在客观上虽然造成了损害结果，但不是出于行为人的故意或者过失，而是不能预见的原因所引起的。意外事故，并非刻意所有法律不认为是犯罪，尽管行为人的行为已造成损害结果，但行为人在主观上既无故意也无过失，如果意外事故认定为犯罪，则堕入“客观归罪”，有悖于主客观相统一的刑事责任原则的刑法要求。法律依据：《中华人民共和国刑法》第十六条行为在客观上虽然造成了损害结果，但是不是出于故意或者过失，而是由于不能抗拒或者不能预见的原因所引起的，不是犯罪。
