《食品卫生许可证管理办法》 第二条 任何单位和个人从事食品生产经营活动，应当向卫生行政部门申报，并按照规定办理卫生许可证申请手续;经卫生行政部门审查批准后方可从事食品生产经营活动，并承担食品生产经营的食品卫生责任。
