释义	法律分析: 有，用户应按时缴纳水费。未能按期缴纳水费或因银行存款不足造成扣款不成功的用户，逾期要计收水费滞纳金。法律依据: 《城市供水价格管理办法》第三十条用户应当按照规定的计量标准和水价标准按月交纳水费。接到水费通知单15日内仍不交纳水费的，按应交纳水费额每日加收5‰的滞纳金。没有正当理由或特殊原因连续两个月不交水费的，供水企业可按照《城市供水条例》规定暂停供水。
