释义	会员卡不退钱不合法。经营者停业、歇业或者变更经营场所的，应当在经营场所显著位置明示，并提前30天以电话、短信、电子邮件等方式通知消费者。经营者擅自提高服务价格、降低服务标准、延期开业、停业、歇业、变更经营场所或者经营主体的，消费者有权要求退回卡内余额。
