释义	法律分析：不可以。没有取得代理记账资格，即使营业执照的经营范围有代理记账，也是不能开展代理记账业务的。从事代理记账业务，必须取得代理记账资格。法律依据：《中华人民共和国会计法》第三十六条各单位应当根据会计业务的需要，设置会计机构，或者在有关机构中设置会计人员并指定会计主管人员；不具备设置条件的，应当委托经批准设立从事会计代理记帐业务的中介机构代理记帐。国有的和国有资产占控股地位或者主导地位的大、中型企业必须设置总会计师。总会计师的任职资格、任免程序、职责权限由国务院规定。
