释义	出口化肥是否是同内销征收增值税是的。根据《财政部国家税务总局关于对化肥恢复征收增值税政策的补充通知》(财税〔2015〕97号)第二条规定：化肥属于取消出口退(免)税的货物，仍按照《财政部国家税务总局关于出口货物劳务增值税和消费税政策的通知》(财税〔2012〕39号)规定，其出口视同内销征收增值税。出口日期，以出口货物报关单(出口退税专用)上注明的出口日期为准。出口的库存化肥，适用该通知第一条的规定。
