释义	债权债务能概括转移。债权债务概括转移的生效条件：要有合法有效的合同存在；该合同应为双务合同；应原合同当事人一方或双方与第三人达成合同承受的意思表示；应经原合同对方当事人同意。【法律依据】《民法典》第五百五十四条债务人转移债务的，新债务人应当承担与主债务有关的从债务，但是该从债务专属于原债务人自身的除外。第五百五十五条当事人一方经对方同意，可以将自己在合同中的权利和义务一并转让给第三人。第五百五十六条合同的权利和义务一并转让的，适用债权转让、债务转移的有关规定。
