释义	法律分析: 网络造谣侮辱不能在公安局立案，只能在法院直接起诉。侮辱诽谤罪属于告诉才处理的罪名，被害人须自行收集证据向法院起诉，除非诽谤行为严重危害社会秩序和国家利益，否则公安机关不会主动立案侦查。但如果被害人面临的是网络上的侮辱诽谤行为且取证有困难，则可以请求法院让公安机关协助取证。《中华人民共和国刑法》第二百四十六条以暴力或者其他方法公然侮辱他人或者捏造事实诽谤他人，情节严重的，处三年以下有期徒刑、拘役、管制或者剥夺政治权利。
