释义	1、全额拨款，即员工工资、办公经费都由财政统一解决。差额单位有一定的经营性收入，员工工资及办公经费都有所在单位想办法解决，同时财政配套的一部分，一般单位配套一半。2、最重要的是，全额拨款事业单位和差额拨款单位实施的工资计算方式不同，差额单位的工资略高于全额拨款单位。但是全额拨款单位，具备国家公务员身份的职工目前不需要缴纳养老保险，但是差额拨款单位的全体职工都需缴纳机关事业单位养老保险。一般来说，涉及到收费的部门都为差额拨款或自收自支事业单位。
