释义	法律分析: 药品生产、批发企业必须按照分类管理、分类销售的原则和规定向相应的具有合法经营资格的药品零售企业和医疗机构销售处方药和非处方药，并按有关药品监督管理规定保存销售记录备查。法律依据: 国家药品监督管理局《关于印发处方药与非处方药流通管理暂行规定的通知》第一条为了加强处方药、非处方药的流通管理，保证人民用药安全、有效、方便、及时，依据《中共中央、国务院关于卫生改革与发展的决定》和《处方药与非处方药分类管理方法》（试行），制定本规定。
