释义	法律分析：保险中心是不主张居民随意退保的。除非是有以下几种特殊情况：参保人死亡，参保人要出国定居，参保人参加了其他形式的养老保险，而两种保险之间又没有衔接。法律依据：《社会保险费征缴暂行条例》第六条社会保险费实行三项社会保险费集中、统一征收。社会保险费的征收机构由省、自治区、直辖市人民政府规定，可以由税务机关征收，也可以由劳动保障行政部门按照国务院规定设立的社会保险经办机构（以下简称社会保险经办机构）征收。
