释义	法律分析：不一起。处理违章是先扣分，后交罚款。处理违章第一步是驾驶人拿驾驶证、身份证、行驶证到柜台扣分，扣完分会得到一张罚单；然后第二步再拿罚单到指定银行窗口缴费。如果扣分后不交罚款，或忘记缴纳罚款,扣分就不能清零，下个记分周期会累积扣分。法律依据：《中华人民共和国治安管理处罚法》第十条治安管理处罚的种类分为: (一）警告； (二）罚款； (三）行政拘留； (四）吊销公安机关发放的许可证。对违反治安管理的外国人，可以附加适用限期出境或者驱逐出境。
