释义	划拨和出让是土地的两种权属性质，转让是在出让的基础上才能进行的，转让的土地也就是出让过的土地。两者最大的区别在土地取得成本和使用用途范围上。划拨是一般是供给行政、教育、公益等用途使用的，不需要缴纳出让金，由政府和土地部门直接供地；出让或者转让就需要缴纳出让金或者进行公开招拍挂。对于个人的住房来说，划拨的住房在买卖交易时需要补缴出让金才能变更，一般是交易额的1（不同地区会有一定差异的）。
