释义	法律分析: 欠款人失踪了，可以向法院提起诉讼，对于下落不明的被告，法院可以进行公告送达，审判时被告依然不出席的可以作出缺席判决，判决生效后义务人不履行义务的，出借人可以向法院申请强制执行。法律依据:《民事诉讼法》第九十二条受送达人下落不明，或者用本节规定的其他方式无法送达的，公告送达。自发出公告之日起，经过六十日，即视为送达。公告送达，应当在案卷中记明原因和经过。第一百四十四条被告经传票传唤，无正当理由拒不到庭的，或者未经法庭许可中途退庭的，可以缺席判决。
