释义	法律分析：疫情期间退机票不收手续费，根据国家全民航局最新规定，在2020年1月28日以前购买的机票如果需要退票，那么都可免收手续费。法律依据：《中国民用航空旅客、行李国内运输规则》第二十一条由于承运人或旅客原因，旅客不能在客票有效期内完成部分或全部航程，可以在客票有效期内要求退票。旅客要求退票，应凭客票或客票未使用部分的“乘机联”和“旅客联”办理。退票只限在出票地、航班始发地、终止旅行地的承运人或其销售代理人售票处办理。票款只能退给客票上列明的旅客本人或客票的付款人。
