法律分析：
不扣分。对于副驾驶乘坐未满12周岁的未成年人，予以警告并要求改正，不作扣分和罚款处理。车辆在高速公路上行驶时，对于副驾驶位上没有系上安全带，罚款20元。车辆行驶在限速50公里以下的城市道路时，副驾驶乘客没系好安全带的，指出教育并要求更正。
