法律分析:
特种设备使用登记包括申请、受理、审批、发证等程序：
(一)申请
特种设备使用者填写特种设备登记表、登记卡（从相关网站下载，一式二份），向登记机关提出申请，并附以下材料（各一份）：
1.使用者的合法身份证明复印件；
2.特种设备出厂、安装资料、监督检验证书；
3.有关规章制度的目录；
4.持证作业人员名录；
5.安全技术规范需要的其他材料。
(二)受理
登记机关对申请材料进行审查，同意受理的，在设备登记表上签署意见并交申请单位；不同意受理的向申请单位出具不予受理登记书。
(三)审批、发证
登记机关经过审查，履行审批程序，符合条件的颁发《特种设备使用登记证》或者其他有关登记证件、牌照；不符合条件的，向申请单位出具不予许可决定书。
具体的使用登记程序见相应设备的使用登记办法、规则等安全技术规范。
法律依据:
《特种设备安全监察条例》 第二十五条 特种设备在投入使用前或者投入使用后30日内，特种设备使用单位应当向直辖市或者设区的市的特种设备安全监督管理部门登记。登记标志应当置于或者附着于该特种设备的显著位置。
