释义	法律分析：如果企业生产经营并不困难，且员工没有待岗意愿的，企业让员工待岗是不合法的。同时公司出资安排员工参加培训，在培训期间，员工无法正常参与工作，可以视为待岗，为合法待岗。法律依据：《工资支付暂行规定》第十二条劳动者待岗在一个工资支付周期内的,用人单位应按劳动合同规定的标准支付劳动者工资。超过一个工资支付周期的,若劳动者提供了正常劳动,则支付给劳动者的劳动报酬不得低于当地的最低工资标准劳动者没有提供正常劳动,应按当地政府规定的标准发给生活费。
