释义	第一条，为贯彻国家对能源实行开发和节约并重的方针，合理利用能源，降低能源消耗，提高经济效益，保证国民经济持续、稳定、协调的发展，特制订本条例。第二条，城乡一切企业、事业单位以及机关、部队、团体和个人，都应当遵守本条例。第三条，本条例所称能源，是指煤炭、原油、天然气、电力、焦炭、煤气、蒸汽、汽油、煤油、柴油、燃料油、薪柴等。本条例所称节约能源，是指通过技术进步、合理利用、科学管理和经济结构合理化等途径，以最小的能源消耗取得最大的经济效益。
