不是农村户口不可以继承父母的宅基地，宅基地属于集体经济组织所有，由集体召开会议统一进行讨论审批分配，不属于被继承人遗留的合法财产不能继承，与是否为农村户口无关。
农村宅基地分为宅基地使用权和地上房屋所有权两部分权利。农民对宅基地只有使用权，土地则属于农村集体所有。宅基地上建成的房屋则属于公民个人财产，可以继承。
继承农村宅基地房屋条件：
1、继承人是农村集体成员；
2、与父母共同生活且子女为村集体成员的；
3、不与父母共同生活但符合宅基地申请条件的子女。
农村房产证办理流程：
1、建房户向村委会提出建房申请；
2、村委会审核同意，签字盖章；
3、向乡乡建办提出申请；
4、乡建办工作人员实地踏看，同意建房；
5、到乡乡建办领取房屋建设申请表；
6、经乡建办签字同意；
7、乡主管领导签字盖章，核实同意；
8、交县规划建设局审批（县行政服务中心）；
9、建房户领取产权证。
法律依据：《中华人民共和国宪法》第十条
城市的土地属于国家所有。
农村和城市郊区的土地，除由法律规定属于国家所有的以外，属于集体所有；宅基地和自留地、自留山，也属于集体所有。
国家为了公共利益的需要，可以依照法律规定对土地实行征收或者征用并给予补偿。
任何组织或者个人不得侵占、买卖或者以其他形式非法转让土地。土地的使用权可以依照法律的规定转让。
一切使用土地的组织和个人必须合理地利用土地。
