释义	法律分析：一般情况下，遗失申报只有在市政府发行的报纸上刊登才有效，网上公示无效，不具有遗失申报的法律效力。具体程序是到户籍所在地派出所申报，同时在报纸上刊登声明，失业证遗失，应向发证机关申报补领。法律依据：《中华人民共和国社会保险法》第五十条用人单位应当及时为失业人员出具终止或者解除劳动关系的证明，并将失业人员的名单自终止或者解除劳动关系之日起十五日内告知社会保险经办机构。失业人员应当持本单位为其出具的终止或者解除劳动关系的证明，及时到指定的公共就业服务机构办理失业登记。
